Scope of works

Design Area

All areas under Pasupati Flyover-Bridge, from Cihampelas Street to Taman Sari Street, and those adjacent to the urban kampung.

Problem Statement

How to reclaim the left-over space under the Pasupati Flyover-Bridge as a public space for surrounding community and for young and creative people of Bandung.

Design consideration

Participants are required to consider particular issues and elements to be brought within their design outcome. Strong concerns should be given to the following issues

    Ecological issues
  • Steep topography of the site
  • Utilization of a river crossing at the lowest point of the site
  • Water run off management
    Social issues
  • Lack of public spaces in the surrounding neighborhood
  • Large number of unemployed young people in the surrounding neighborhood
  • Large number of university students who live in "low cost rental room" provided by the local people
  • Close proximity to many universities, such as Institute of Technology Bandung (Institut Teknologi Bandung), Bandung Islamic University (Universitas Islam Bandung), College of Foreign Languages (Sekolah Tinggi Bahasa Asing), Indonesia College of Design (Sekolah Tinggi Desain Indonesia), Maranatha University College of Art and Design
    Economical issues
  • Large number of low income family within the surrounding neighborhood
  • Potential of small scale informal economic activities
  • Close proximity to urban economic activity nodes (e.g. Dago, Cihampelas, and Taman Sari streets)
    Spatial issues
  • Lack of access to the site from surrounding street network
  • Linkage between both sides of the urban kampung
  • Various activities and their locations throughout the site

Activities and Programs

The public space designed under Pasupati Flyover-Bridge is proposed to accommodate social, recreational and cultural activities. Nevertheless some particular economic activities are permitted and thus are possible to be accommodated within the site on the condition that they are moveable and small in scale. Among the highlighted main cultural activities are performing art activities, music performance activities, popular sport such as basketball, BMX free-style biking, skateboarding and wall-climbing. Therefore participants should include public space as such yet not restricted to public plazas, music stage and sports areas.

Design guidelines

The participants are expected to carry out the project freely and creatively, while at the same time respecting the existing context and guidelines.

In accordance to government guidelines, the site is within the land-use of green open space. Thus it should be able to function as an open space for Bandung creative communities, as well as a green oasis for their neighborhoods.

In accordance to both the local rules and safety issues, it is not allowed to construct a permanent building under the Flyover-Bridge.

Pedestrian paths become the major circulation system within this site. Since there are no public transport accesses allowed through the site, vehicle ways are still permitted and limited to a few number of cars and motorcycles. Considering the site's physical conditions and the possibility of planning accesses into it, the vehicle entrance thus would be located at the area's edge between the site and Kebon Bibit Street.

It is recommended to link the area with other well developed areas, such as Dago Street and Cihampelas Street. Both Dago and Cihampelas streets have numerous unique cultural activities, as well as fast growing economic activities.
